~Is there a reason we wouldn't want to also write log messages to the pants log?~

(I'm going to do <https://github.com/pantsbuild/pants/issues/15004> and realized that the pants log doesn't have the `stderr` messages in it to begin with :see_no_evil: )

I think for the purposes of the linked issue, we'll likely want a new file

Oh and then I noticed the `run-tracker`. Although omg that dir is very full
