I think I got it all mapped out for my proposal for shifting how changelog generation happens: https://github.com/pantsbuild/pants/discussions/19247 It seems like a lot, but I wanted to make sure each step was clear. The upside is most of this can (and will) be automated, which is the reason for the change.
