so the plan is to assimilate all the libraries into a (pants?) monorepo, and continue to publish them to the private pypi. Then one by one pull the microservices into the monorepo. Then slowly refactor things into more of a monolith. because oh lawd, some things are a bit OTT.

Sounds like quite a challenge! Pants was designed for exactly this sort of scenario, so I hope we can help you get this up and running.
I just gave a talk at a conference last week about the "dependency hell" you've experienced when you have to express first party dependencies via a versioning scheme, and how monorepos help with this.
