it seems like there is likely to be some subtlty there

so if you have any thoughts on how to go about having separate inference for the `exports` (or whether that’s actually necessary…? maybe the same code could fill both lists…?) adding details to <https://github.com/pantsbuild/pants/issues/13553> would be great
