I notice that running `./pants generate-lockfiles` twice in a row does non-trivial work the second time? Shouldn't caching make it almost a no-op?

Running with `-ldebug` I see `[DEBUG] Completed: Hit: Local cache lookup: Exporting Poetry lockfile to requirements.txt format for python-default`

But no hit for `[INFO] Completed: Generate lockfile for python-default`

Oh, I guess this is due to <https://github.com/pantsbuild/pants/pull/12674>
