The 2.13 docs say “Java and Scala support is beta stage”. Should they still be saying that?

I feel like we’re shortchanging ourselves

this gets to the discussion of how the lifecycle of “experimental” features is tracked. i haven’t caught up on the other thread re: naming, but i think that a really important aspect of improving experimental features is going to be ensuring that they’re always tagged with a tracking issue that explains their status.

right now, a tracking issue for JVM would reference at least some of the issues from <https://github.com/pantsbuild/pants/issues?q=is%3Aissue+is%3Aopen+label%3A%22backend%3A+JVM%22>

…but _possibly_ only <https://github.com/pantsbuild/pants/issues/12794>

It takes the guesswork out of questions like "how beta is beta?"

I guess the backend is still named `experimental`
