Just ran into a rough bug with direct wheel references over http with a local version specifier: <https://github.com/pantsbuild/pex/issues/1919>

I suspect this has to do with `+` being escaped in URLs but this is beyond me

I put up a fix to this bug <https://github.com/pantsbuild/pex/pull/1920>

i forced push to fix the formatting issues. 

and left a comment about the failure without the fix
