One sticking point is that we currently have no solution for `run_rule_with_mocks()` when using call-by-name within `concurrently()`

I will try and get something working this week, so it’s not an obstruction next week

Please post here when you come up with something, as I'd be pretty interested in migrating the plugins I wrote for work to call-by-name to make it easier for engineers not familiar with pants plugins to follow, but I use `run_rule_with_mocks` in unit tests for them.
