The slow bake code-quality-tool/linter-fixer-helper-thing is at a reviewable state in <https://github.com/pantsbuild/pants/pull/20135|Code Quality Tool Lib #20135> Huon has commented on it. It may need close inspection, although it is new code, not touching existing.

<https://github.com/pantsbuild/pants/pull/20122> is ready for review. And probably will need adjustment because it is very blunt. I am not aware of the kinds of issues it could cause.
