but i think that we should probably consider cherry-picking a change to `2.16.x` to disable hardlinking there:
1. in order to fix <https://github.com/pantsbuild/pants/issues/18162>
2. to prevent having a release with hardlinking enabled, if we’re sure we’re switching to symlinking

My plan was to land this change in 2.16, but I suspect the window for that is either narrow or has passed :face_with_diagonal_mouth:

i think that given the size of the change, it wouldn’t be advisable

not your fault: it’s a biiig change. i constantly underestimate the sizes of these things
