The idea is 1 still exists IIUC its just they are not "tool" lockfiles as a special thing but the default lockfile for a tool - that's the bit about getting rid of the code level distinction. The 2nd bit is the whole point. Right now users who could benefit from this are all in the class of having the tool deps intersecting with their own already.
