It looks like you're a victim of https://github.com/pantsbuild/pex/issues/1443 (strangely titled but same error). Can you move aside ~/.cache/pants/named_caches/pex_root and try running again? I'm still triaging the issue and a second pex_root tarball may be handy figuring this out.
