On 1, you're the second person to mention get-pants.sh not caching lookups. @polite-garden-50641 hacked around this in Toolchain CI with a bespoke solution. It would be great if someone improved either get-pants.sh or https://github.com/pantsbuild/actions/tree/v5-scie-pants
