@fancy-queen-20734: regarding https://rbcommons.com/s/twitter/r/4150/, this change only affects v2 engine right? because with v1 engine, fileset.rel_root is still BUILD dir, thus will end up getting ValueError if rel_path is given (unless rel_path happens to be BUILD dir)
