typical v1 caching fix required: https://github.com/pantsbuild/pants/issues/7426 which has been an invalidation bug since the beginning of the python/c++ integration. i think the fix in the second paragraph is probably actionable but will weigh the cost of introducing a major new feature to the v1 engine with just translating the relevant tasks to v2
