https://github.com/pantsbuild/pants/issues/9024 building out some v2 cargo functionality for an internal customer (brian martin from twitter, who maintains rezolus). i have all of this working for my purposes in a separate repo, so i'm going to be trickling out the list of changes in that issue so they can each be reviewed and merged/etc.
