so i created this PR to make a cargo resolver binary: https://github.com/pantsbuild/pants/pull/9973 but then immediately closed it because i realized it would be much easier if the cargo resolver read and wrote to the filesystem, so pants could just invoke it in a sandbox and get free cachinig
