https://github.com/pantsbuild/pants/pull/9779 is now passing CI again except for a flaky unit test shard, i responded to all of the open comments on it and broke out https://github.com/pantsbuild/pants/issues/9967 as a followup to make the subset glob matching share an implementation with the code introduced in this PR
