ftr: i was intimidated by `tokio::select!` for a while due to the size of <https://docs.rs/tokio/0.2.24/tokio/macro.select.html|its documentation>, but having used it a few times now, i wish i had started sooner. it’s nice, with decent error messages, and not-easy (afaict) to get wrong.

there are a few examples around the codebase now, and am about to use it again for something.

the preconditions part is probably what got me but i remember vaguely enough of an OS class to fear spurious wakeups so it makes more sense to me if i say it's for that
