I'm revamping our CI docs, and I think recommending `pants.ci.toml` is a design smell? Pants's defaults should Just Work

It's fine to show it's a pattern you _can_ use, but the issue is saying you _should_ use it

I like the new wording. Empowers the user to make their own decision.
