Is a GitHub issue the right place to have a "musing on design issues" sort of discussion thread, or should I keep that to a Slack thread?  For example, I have a bunch of thoughts on Java dependency inference that kind of go into longer term tradeoffs and potential issues.  It's not really a design, definitely not a bug, mostly a short essay to seed further discussion

Or at least issue that points to a doc, if line-by-line comments are desirable
