super random, lightly considered thought: should `tailor` ignores live in BUILD files … as targets?

just in the general theme of “put metadata near where it is used”

(which i guess reminds me that we still don’t support `.gitignore` files anywhere other than at the root)

I think the `pants.toml` approach is fine for now, but worth considering for the future if people are using ignores more than expected

Does it say in the output what files where ignored after a tailor run?

It could be with a lot of ignores. Was thinking it could be a gotcha if you don’t realize a certain file was covered by ignore.. but for the general case you certainly don't want to see all ignored files.
