because we have a lot of significant changes being released in `2.11.x`, i’ve been using the <https://github.com/pantsbuild/pants/milestone/52|2.11.x milestone> more than we might otherwise (in many cases the milestone only ends up getting used to track cherrypicks, rather than bugs in general)

if there are things that you know we need to fix before stabilizing `2.11.x` , please do mark them!
