as it stands, i’ll hold off on `2.11.0rc6` until <https://github.com/pantsbuild/pex/issues/1741> lands. but let me know if we should go ahead without it.

but i think that we should probably cut regardless of whether that fully fixes those usecases: anything else can wait for a `2.11.1`
