I think https://www.pantsbuild.org/v2.12/docs/release-process#step-2-update-this-docs-site may be incorrect? I'm doing 2.13.0a0 and there's no 2.13 docsite - the release page suggests it should've been created at 2.13.0.dev0 but I don't think that's what we actually do?

We are in flux there due to switching to in-repo docs that are then sync’ed to Readme by a script. I don’t know what the current status of that work is.
