That took a bit longer than I hoped to get right, but existing tests steered me true. I'll be AFK for ~4 hours for an airport run but I'll finish the Pex release and Pants upgrade tonight. Hopefully this fixes all the fallout from switching to the Pip downloader.

Alright, thanks for all your help reviewing all the Pex fixes for 2.14.x / 2.13.x <@U051221NF> - I think the Pex portion of things should be pretty stable now for the 2.13.x march through rc's.
