In order to do stable releases for 2.12.x (and earlier) with MacOS 10.15 wheels, we need to cherrypick all changes to generate_github_workflows.py back to those branches. Does anyone see issues with that?

I don't. I do strongly recommend we run CI fully on those though

“run CI fully on those” as opposed to… ?

And by “cherrypick” I think I mean “copy the generator script and regenerate”, rather than attempt to actually cherrypick that many changes
