This is a new `stevedore` backend for python projects that use openstack/stevedore (like StackStorm).

Sorry for the size, normally I try to break PRs into smaller chunks. This time I needed to show holistically how it all fit together so that the implementation can be refined and improved without losing any of the functionality I depend on. :slightly_smiling_face:

I realized I could reuse some of the `python_distribution` infra that was added after I initially wrote this plugin (I wrote it before pants 2.7 apparently). So, I just deleted half of this plugin and rewrote the other half. It's ready for review again :smile:
