i’m a bit concerned that <https://github.com/pantsbuild/pants/issues/18135> is too tangled to be a trivial cherry-pick. i think that it _should_ be a cherry-pick to `2.15.x` most likely, but … it feels like it might delay the final release a bit unfortunately.

ok, i have an attempt out here: <https://github.com/pantsbuild/pants/pull/18166> … it’s less intimidating than i thought, and should be fine to cherry-pick.

unfortunately i have to disappear for a few hours, but i will be back around 8pm PT to try to get this cherry-picked, and wrap up other loose ends.
