Most of our BUILD definitions right now are not named BUILD.

BUILD.aux
BUILD.gen
BUILD.tools

the .aux and .gen files are generated files. The files named BUILD we reserve for handwritten BUILD definitions (which they eventually will all be) but right now we only have a few dozen out of ~2400 BUILD* files
