--exclude-target-regexp

because it's not about targets, but I think it fits well into `--spec-excludes`:

Ignore these paths when evaluating the command-line target specs.

(need to replace paths to globs) But maybe it's harder to implement than filtering based on separate option for BUILD file extension.
