Having added some printf-like debugging to

./pants

, I see I should be trying to curl that file while in

~/.cache/pants/setup/bootstrap-Linux-x86_64/pants.ZiYnGN

. and there the curl indeed fails with Permission denied. I did some naive looking at permissions, but didn't notice anything.
