Pants

Hi , could I get a review on these two PRs? They've been in limbo for a bit, but they'd be a huge help to have in an upcoming release (especially the mypy PR):
• Mypy config discovery: <https://github.com/pantsbuild/pants/pull/23633|github.com/pantsbuild/pants/pull/23633>
• Add more versions to the `ruff` subsystem's `default_known_versions`: <https://github.com/pantsbuild/pants/pull/23680|github.com/pantsbuild/pants/pull/23680>

Thanks <@U051221NF> - I rebased the ruff PR per your suggestion and It's just waiting for the GitHub action to be re-run.

cc <@U0JCDG9LY> Any chance I could get your eyes on the mypy PR here? <https://github.com/pantsbuild/pants/pull/23633|github.com/pantsbuild/pants/pull/23633>

Thanks again <@U051221NF> for the review on the mypy PR. I believe I've addressed all your concerns and have rebased off `main` latest. All checks are green :+1:
