Is <http://pantsbuild.org|pantsbuild.org> supposed to get a PR based on an alpha release? Or just rcs?

I think just rcs? an alpha release is ~the same as a dev release

Now that I can access github PRs again - looks like it's basically everything. I wonder if I missed a label

Ahhh.. the actions just silently failed

and as I suspected, it's because it's looking for a different file based on python versions

After some debugging, I think this will be fixed by virtue of a non-beta scie-pants release
