Updated scie-pants CI workflow - might be better viewed in isolation, rather than as a noisy diff. https://github.com/pantsbuild/scie-pants/pull/519 Hopefully this should stabilize our build process, so I can finally cut an alpha of 2.32

Yep, it's fine to temporarily turn off the branch protection status checks if they've been renamed, and then reenable them with the new names
