So this is annoying - I assumed it was related to docker not picking up the github env - so I forked the repo, tried to make a failing test in my org, and then fix it......

mac/linux x86 worked, linux arm isn't running - no code changes of substance.

I wonder if our org limits are just too high or something - compared to my personal account.

I'm going to try to get this failing and then see if adding in the token to the docker env helps

Also, I saw we had a 12 hour run the other day in scie-pants - I think it was this, where we just can't get access to a linux arm machine

Alright, I've gone pretty far down the rabbithole here  and I wasn't even coming close to our rate limits.

I do get hit by "waiting for a runner to pick up a job" sometimes, but otherwise (assuming this last test works), I think I'll have something reliable here
