Is there any way to change the warning about “more than one target owns this module” to an explicit error for CI?
I found `ignore_warnings` to ignore specific warnings (either prefix matching or regex matching) and `unmatched_build_file_globs`/`unmatched_cli_globs` to control its error level (`ignore`, `warn`, `error`) but nothing about the dependency ambiguity warnings.

This happens frequently when I write codes using Claude Code, in a complex monorepo like <http://Backend.AI|Backend.AI> when they generate BUILD files…

I’d like to make such AI tools to recognize them as explicit errors and automatically fix.
