Having some trouble targeting `protobuf_source` for scala when having both java and scala backends enabled:
```pants.jvm.compile.ClasspathSourceAmbiguity: More than one JVM classpath provider (CompileJavaSourceRequest, CompileScalaSourceRequest) was compatible with the inputs:
  * .../.../protobuf:protobuf	(protobuf_source)```

Had both codegen-backends enabled, removing one fixed it

This is probably similar to <https://github.com/pantsbuild/pants/issues/21409>.

(Multiple Python resolves conflicting for protobuf sources.)

Although in this case, the issue would be from there not being a way for the JVM logic to partition based on Java versus Scala.

Benjy's buid graph partitioning idea in <https://github.com/pantsbuild/pants/pull/21918#issuecomment-2638855570> is relevant.

I also wrote a proof of concept of just resolve-based partitioning at <https://github.com/pantsbuild/pants/pull/21918>, but it may need to be generalized as per Benjy's idea.
