pants generate-lockfiles

generates a PEP-751 lockfile. I've opened a related ticket on the pex side for this work. Presumably Pants will just need to delegate to pex, which will delegate to pip, once this is implemented there. Describe alternatives you've considered Uv will support this as well at some point too. It would still be ideal to support uv as an alternative to pex in the future. pantsbuild/pants
