Yeah, couldn’t we only enable those backends in their tests?

Well, we actually use some of these in BUILD files, and in some test projects, and a few other places - I'd argue they should only be there in CI (at best), but Coursier is the worst. I use a network blocker, and each coursier process needs approval, and then it stalls due to no timeout. So, I might at least move the fixers/formatters over to start
