I've prepped 2.20.3 stable at https://github.com/pantsbuild/pants/pull/21224. (That needs a review, although I'm planning to leave it a day or two more before merging, to leave a bit more space after 2.20.3rc1.) I'm proposing that this be our last 2.20.x release and we close off the branch after that. Any objections or requests?
