Hey folks with experience on the JVM backend, I'm wondering why some of the "internal" JVM tools (like the parsers) aren't `JvmToolBase`s or `Subsystem`s. If we could make them

it would let us simplify lockfile and export machinery.

JvmToolBase

was written after the parsers had been written.
