There's not been any fixes or issues tagged for 2.20.0.. we had the 
rc1
last week. Should we run another rc/hold off or do we think it's ready for GA? (e.g. do the stable 2.20.0 release.)

Oooh, nice one. It looks like we don't have 2.20.x notes in https://github.com/pantsbuild/pants/tree/main/src/python/pants/notes yet, and those are handy to paste into the stable release's github release page, and as a starting point for the announcement blog.

What's mechanically the best way to collaborate on these sorts of notes. Snippets? Inline suggestsions? PRs to the PR?
