Devs, I'm back from vacation and starting a new job on Monday. Code quality tool is at a complicated place (see discussion in #20270). My leaning is towards letting the functionality in main stay as is and to add some documentation in the docs about the thin in-repo method of using it within the https://www.pantsbuild.org/docs/common-plugin-tasks subtree, and see if the thing gets used. I am not gung-ho on #20270.
