I'd be interested in some discussion; I dug into tags due to an issue we hit at work regarding how

[GLOBAL].tag

compose with

--tag

, and ended up with a partial fix here: https://github.com/pantsbuild/pants/pull/20170. However, as I discovered I don't think a "proper" fix is entirely possible without some semantics change in how the filters are built up.
