Josh C, Stu, I am hoping to get a M1 coursier fix of some kind into main, if only so I can skip having to `--scalafmt-skip`  all the time. You have different suggestions for what should be done for <https://github.com/pantsbuild/pants/pull/19940> to be ready. How can we proceed? In its current form the PR does addresses the immediate pain point, and I have no preference over which way to go to land it.

<@U051221NF>, I added a third possibility that we could consider prior to going the multiple-url-download attempts approach.

:+1: I'll break that optional 5-th part of `known_versions` into a separate feature PR and have the coursier fix depend on it. (or can do it within the same pr if that would be better)
