Huh don’t think PEX is truly deterministic. `PEX-INFO` includes this entry `"datetime": "Tuesday May 21, 2019 13:04:02"`. Not sure why we didn’t catch that earlier, but will address it after finishing this `manylinux1` / `setproctitle` work

Most of that run_info is per-run; so this may require an option to toggle if folks truly wanted that info in the 1st place.
