The new plugin API for `test` partitioning introduced in <https://github.com/pantsbuild/pants/pull/17044|#17044> is a nearly-identical match to the API introduced for `lint`+`fmt` in <https://github.com/pantsbuild/pants/pull/16735|#16735> and <https://github.com/pantsbuild/pants/pull/16980|#16980>. There is significant duplication between the two API setups - consolidate them so plugin authors have fewer concepts to juggle.
