The underlying issue seems to be that

boto3

version 1.29.21 is available in http://pypi.org/simple/boto3, but

botocore

version 1.29.21 is not in http://pypi.org/simple/botocore at this time. Note that boto3's setup.py pins botocore to 1.29.21.

pip

does not have this issue, but it automatically falls back to the previous version
