#2156 BUILD alias overwrties should fail with an option to just log. Issue created by jsirois #2151 Suggests having more accurate BUILD file alias overwrite warnings, but, in addition, we should probably treat overwrites as errors by default to force a pants install maintainer to acknowledge they are mixing plugins that may be incompatible. There should be an option knob though to turn this error to a logged warning, probably at debug level, if the installer wants to assert they know what they are doing. pantsbuild/pants
